I'm not sure what web browser you're using, but in Firefox, when I click on a PDF in an activity see "1" below , I get a pop-up where I can select "Open With" 2 and "Do this automatically for files like this from now on" 3. It seems to not work with some plugins, for example Elementor, which is fine. Just create a separate page for uploading without such plugins. It took a bit to wrap my head around all of the configuration possibilities, but it's well worth the learning curve. Once you see everything it can do and how to do it, I can't imagine very many scenarios this plugin couldn't cover. If there was any gripe at all, it would be that the documentation is a bit scattered about.

Any ideas anyone had on preserving a PDFs Print restrictions when uploaded to Moodle would be greatly appreciated. There must be another factor somewhere else, as Moodle doesn't alter or modify uploaded files in any way. So maybe the protection properties weren't actually saved, there is some kind of malware in the computer, documents were mixed up and the ones without protection were the ones uploaded or maybe a misconfigured setting of a server configuration file? If it is the same as the original one, then the upload process isn't altering the file. Download the file and check its hash. This will let you confirm that the download process isn't modifying the file either.

I've been in the IT area all my life, and while I understand the reasoning behind, this "protecting info" effort has been a worthless struggle. It sure was very high-tech stuff for the time, unfortunately, it didn't work, people simply modified the code to skip the verification process. Regarding the small web format files, they can be printed just as well, so you actually would have to go through some more advanced way of converting to swf to make it a bit more complicated for the user to print them.
I just uploaded a 7zip file with a small swf inside. While the resulting pdf file I got from pdf-printing this swf wasn't exactly like the original each page was printed twice , it actually is a usable file.
The benefit I find with SWF is with a 37 page document it only allows one page at a time to be printed. In the cases I have tried even the one page is having sections cut off. I think this is good enough for the Copyright Owner of the resource to feel we have done our best to comply with their request.
I figure at least with no visible Print button on the screen, and having to try and print each page individually, only those truly determined to breach the request not to print would do so Indeed, owners are entitled to protect their work, no doubt about that. I have added help to our server and suggested two options to Lecturers that they may use for converting to SWF:. I have also added instructions on how to use Adobe Acrobat to protect a PDF from printing as if Firefox decided to honour it, it would be a more accessible solution. I've added warnings for lecturers that Firefox and I couldn't get Safari on iPad to either ignore the setting but it is respected by Chrome and IE.
For the SWF I've put big warnings about accessibility and the fact no Apple device will display them.
